I found SlowMeDown,Chronotron and PaceMakerTempoController
on Winamp website/Plugins/DSP effects and all for free.
They all work with Win9x.

Any suggestion for a free tool that lets you loop a portion
of a song at slower speed ?

just downloaded chronotron. works with no problem. I prefer my winamp app. It slows down vids as well. Not really in sinc with the music but enough to see what the fingers are doing.
