I'm a scratchin' my haid over this 'un...

Been through the entire roster of FP artists, at least the ones listed on their website by their real names, and can't find a single reference to an Owl (or fowl) except Super Chikan.

Sheesh.

Sorry, I've been a bit caught up with stuff lately.
Try this:
Reputedly a Blytheville, Arkansas resident, this Paramount recording artist effectively (as far as historians and biographers are concerned) vanished after making his records.
Who is/was he?

Now you're just guessing.
All the information needed to identify this person is included in the original question. The "spare a dime" line is a big clue. To simplify matters, think of the line "xxxxx can you spare a dime?" Now you're at least a quarter of the way there.

Delectus Clark was not a Paramount recording artist, in fact the label had closed down before Mr. Clark was born, so no.

Rico, I was thinking of another rendering of that famous line.
The alternate word also begins with the same letter, and has two syllables.
From there, it's but a short step to the actual answer.
